Hello - it's part of a tool in Dispatch that pings certain well-known and free APIs to check whether the app can actually reach the internet. While Android itself does have APIs that are supposed to tell you whether you are connected or not, it can often give false reports in tricky network situations, so developers often ping APIs such as these to be more certain about the actual internet status.
