Wallpaper does not load

I am using Dispatch Version 1.0.173 (build 138 - beta), though this started on the stable version. I have always been able to choose a wallpaper from my Shield's files drive. When I went to change it (selecting an image in the same directory on my NVIDIA Shield so there should be no permission issues), I saw a "saving image" message before the image failed to load, only a message in the middle of my TV screen that said "Failed to load wallpaper: PathNotFoundException".

Steps to reproduce the issue

1. Go to Settings

2. Choose Home and Wallpaper.

3. Choose Look and Feel

4. Choose Wallpaper Settings

5. Use File Picker to choose a file in the Media Library.

6. Modal Window: Saving Wallpaper Please Wait

Current Result

• Open last application.

• display message "Failed to load wallpaper: PathNotFoundException"

Expected Result

• Image chosen with File Picker will be displayed on selection on Home view

I have already checked

• Device Preferences > Storage > Scan for Media Automatically (already enabled)

• Device Settings > Apps > Dispatch > Permissions > Files and Media (set to allow)

• I have now upgraded to beta and uninstalled and reinstalled twice, confirming all my permissions in the Android apps menu.
